"Storm", or "Maelstrom", is the name given to one of the four Reflective Planes. Nothing is known about it, nor how exactly it reflects the Material. If I had to take a guess, it is a counterpart to Mirror (reflecting everything perfectly) and is somehow a heavily distorted reflection of the Prime.
